I checked, and it should be explained like this: it refers to the maximum design load. For example, for a new tower, the tower diameter is designed such that the design load does not exceed 82% of the peak load. If it is required to operate the tray at 110% of its designed capacity, the tray diameter must be designed using a flooding coefficient of 0.82/1.1=0.75 as the maximum value. \"Ma*mum fractional capacity\" refers to the maximum designed load of the tower.
