Definition of dry storage tank/wet storage tank

I would like to ask everyone: how are wet storage tanks and dry storage tanks defined in the Code for Fire Protection Design of Buildings? I found on the internet that \"generally, storage tanks for flammable liquids/gases are double-walled with something filled in between. If the material filling the space in between is an inert gas, then such tanks are considered dry-type tanks; if it is water, then they are considered wet-type tanks.\" I don’t understand this concept – please explain it to me. Thank you!
For the storage of combustible gases, there are dry and wet gas tanks; wet tanks are sealed with water while dry tanks use oil for sealing, and their structural designs differ.
