The specifications require that the placement of monitoring points be determined based on the site conditions and the type of oil tanks. The specifications state that these points \"should generally be located at the center of the tanks as well as at their edges.\" In the case of 30,000 tanks, one of the layout diagrams shows only one point at the center of each tank and a few points inside the tank area – is this in compliance with the specifications? How many points were made during the detailed inspection? How much is it off?
