As the title suggests, I’m not sure whether it should be written by the construction entity or by a qualified safety supervision agency. Are there any requirements regarding the qualifications of the personnel involved? I hope all experts will be kind enough to offer their guidance. The construction entity commissions a qualified unit to conduct the evaluation and prepare an evaluation report. The project owner is responsible for reviewing the report, while major projects must be filed with and inspected by the relevant local authorities (not limited to safety supervision departments).
The safety condition assessment does not stipulate that it must be prepared by a qualified entity; in my opinion, a company can prepare it on its own.
It is prepared by the construction unit; no qualified organization is required, right? However, some construction entities have asked evaluation agencies to take care of this task, as much of its content is the same as or similar to the safety requirements specified in the evaluation report

The general requirement is that it should be written by the project owner! It is required that the safety assessment report and the safety condition analysis must not be prepared by a unit that does not possess the necessary safety qualifications! In fact, many of them were written by the same unit!
According to Article 6 of the **Implementation Measures for Safety Permits of Hazardous Chemicals Construction Projects issued by the General Administration of Production Supervision and Management, when selecting a site for a construction project, the project owner shall assess the following safety conditions related to that project: (1) The impact of the inherent dangerous and harmful factors associated with the project on the production and business activities of units located in the vicinity, as well as on the lives of local residents; (II) The impact of the production and business activities of entities located around the construction project, or the living activities of residents, on the construction project ; (III) The impact of local natural conditions on construction projects. Therefore, the safety condition assessment report can be prepared by the project owner, or it can be commissioned to an intermediary agency (the implementation measures do not require any specific qualifications for such agencies); however, the project owner remains responsible for the accuracy of the report! The safety condition assessment serves to support the safety review for project establishment; to maintain its fairness, and due to its specialized nature, it should generally be carried out by an intermediary agency. The construction unit can organize its own staff to prepare it.
Our company has just completed the establishment review (safety pre-assessment). I was the one who wrote the report on safety conditions. At the time of passing the establishment review, I did not possess any relevant qualifications, and the local safety supervision agency also did not set any specific requirements; what really matters is the safety pre-assessment report, as it is the one that they focus on
It can be written by internal staff of the enterprise, or the construction unit can commission an intermediary agency to do it.
It doesn’t matter who writes it; anyone can write it. However, it must be provided in the name of the construction entity, which is responsible for the contents of the safety condition assessment report
According to Order No. 8, the construction unit, design unit, or safety assessment agency may prepare the report on the safety conditions of a construction project.
Anyone can write it, but many are done by evaluation agencies.
The current situation is that in most cases, qualified evaluation agencies carry out the preliminary evaluation as part of their overall work.
The assessment of safety conditions for construction projects is primarily intended to provide a basis for determining the feasibility of new, modified, or expanded projects. In most cases, it is necessary to submit such assessments to the relevant authorities for record-keeping or approval (in cases related to fire safety, they must be submitted to the fire safety supervision authorities); therefore, it is advisable to entrust an intermediary agency to handle this task. But that doesn’t mean the construction unit is out of trouble; after all, it remains the entity responsible for safe production.
