During the process of standardization*, I found many areas of conflict: different standards for the same issue impose varying requirements regarding safety distances and similar aspects. How should such situations be handled?
The problem you described generally does not occur. If it does occur, you can check which of the two standards has an updated implementation date, whether there is an updated version of one of the standards that replaces it, if there are any outdated versions of either standard, and whether the issue you’re facing is due to a misunderstanding. If none of the above issues apply, you can post the problems you’ve encountered here so that everyone can discuss them, or you can seek an explanation from the relevant authorities. (I had previously sought help from two departments with different standards, and in the end I spent a lot of effort submitting an explanation via the email address of the head of the provincial work safety supervision bureau to get it forwarded to the department responsible for drafting the standards.) )
I encountered many of the problems mentioned by the original poster during the design process again! For example, standards such as GB50074-2002 \"Code for Design of Oil Depots\" and GB50160-2008 \"Code for Fire Protection Design of Petrochemical Enterprises\", along with various SY and SH regulations, have different requirements regarding fire separation distances and the spacing between oil tanks; some of these requirements are stricter while others are less stringent. Adhering to the stricter standards will result in a significantly larger footprint for the oil tank area.
China’s standards can be divided into four levels: **national standards, industry standards, local standards, and enterprise standards**. When there are multiple standards, the **national standard** should be implemented first. In terms of standard hierarchy, the national standard is higher than industry standards, industry standards are higher than local standards, and local standards are higher than enterprise standards; therefore, when implementing standards, we should give priority to the **national standard**. Industry standards are standards established in the absence of **official standards, based on the needs of the industry; the same principle applies to local standards and corporate standards, which are created only when there are no national or industry standards and it is necessary to enforce them in a particular region. And the standards you mentioned above are **mandatory standards**. The Standardization Law stipulates clearly that **mandatory standards must be complied with; no organization or individual has the right to ignore them**. Those who are aware of the existence of mandatory standards yet fail to comply with them shall be subject to administrative penalties in accordance with the Standardization Law. As for whether to apply the GB50074-2002 \"Code for Design of Oil Depots\" or the GB50160-2008 standard, it depends on the specific project. In principle, the later standard takes precedence over the earlier one, but this is determined depending on the specific project. Additionally, when looking at standards or specifications, one should first examine the scope of applicability and non-applicability mentioned in the general provisions; otherwise, the standards found after much searching may not be applicable to the situation you are describing.

Generally, it is not appropriate to have two standards in use simultaneously. If the oil depot code is adopted, do not use the stone code.
The claim that both the \"Code for Design of Oil Depots\" and the \"Code for Fire Protection Design of Petrochemical Enterprises\" are applicable to oil depots is incorrect. The \"Code for Fire Protection Design of Petrochemical Enterprises\" cannot be used in the design of petrochemical enterprises that do not use oil or natural gas as raw materials; similarly, it cannot be applied to the design of local oil depots, railway loading and unloading facilities, etc., which are commissioned by entities other than petrochemical enterprises in cities or other sectors.
