Is it easy to use the A/A/O method by simply emptying the anoxic tank and then restoring it again?

Our company is a coking plant that uses the A/A/O process for treating coking wastewater. The anoxic tank was damaged and was unable to recover for as long as four months; applying sludge there did not help either, as large amounts of sludge continued to float to the surface. The final decision was to empty the tank; the entire anoxic tank was pumped out using a sludge pump, and then water was added along with sludge to restart the cultivation process. Is such a method feasible? Can it be restored to its previous state? How significant is the recovery?
There should be no problem; if the quality of the raw water remains unchanged from before the disruption, recovery will be rapid. However, if the quality of the raw water changes, it is necessary to first determine what caused the change in the function of the anoxic tank, so that appropriate measures can be taken to resolve the issue. Simply pumping out sludge and then attempting to re-establish normal conditions will likely be ineffective and wasteful of effort.
Our anoxic tank uses a water distributor for watering, and it has no mixing equipment.
