Question for experts: Is benzalkonium chloride considered a hazardous chemical?

Benzalkonium chloride is not listed in the 2002 version of the Catalogue of Hazardous Chemicals; some companies request that it be included in the production license to facilitate exports.

However, this chemical is not listed in the 2002 version of the catalog. I’m not sure if this situation can be included in the safety production license

According to the Implementing Measures for the Safety Production License of Hazardous Chemicals Production Enterprises, hazardous chemicals production enterprises refer to those enterprises that are established in accordance with the law and have obtained a business license as corporate entities, and that are engaged in the production of hazardous chemicals; this includes enterprises that produce hazardous chemicals whose final products or intermediate products are listed in the Catalogue of Hazardous Chemicals. Hazardous chemical manufacturing enterprises must obtain a safety production license in accordance with the provisions of these implementation measures. According to the relevant regulations, it should not fall within the scope covered by safety production license issuance; however, it is advisable to consult the local safety supervision department for specific details

First, determine the CAS number or UN number of benzalkonium chloride, then look it up in the List of Hazardous Chemicals. If it cannot be found, then it is not a hazardous chemical, and no safety production license is required. Such substances are often given common names, and it’s not possible to find them simply by using their names.
