On March 30, 2009, the Party Committee and Government of Tengzhou City in Shandong Province organized an expert review meeting on coal chemical industry matters, to assess the overall plan for the Shandong Lunan High-Tech Chemical Industry Base as well as the development plan for the chemical industry in Tengzhou City. Leaders such as Wang Zhonglin, Secretary of the Tengzhou Municipal Party Committee; Wang Gang, Deputy Secretary of the Party Committee and Mayor; and Yang Weiming, Secretary of the Party Committee and Executive Vice Mayor, attended the meeting. Tengzhou in Shandong is the core area of the Southern Shandong coal chemical industry base, and the Yankuang Southern Shandong Fertilizer Factory located there is regarded as the “cradle for the development of the new generation of coal chemical industries in China”. To further develop and strengthen the coal chemical industry in Tengzhou and to promote its scientific, intensive, and coordinated growth, the Tengzhou Municipal Party Committee and the municipal government commissioned the China Petroleum and Chemical Industry Planning Institute to prepare the \"Overall Plan for the High-Tech Chemical Industry Base in Southern Shandong\" and the \"Development Plan for Tengzhou’s Chemical Industry\". At this evaluation meeting, Tengzhou City invited a panel of experts to assess these two plans. The panel consisted of Fang Dewei, Chief Engineer at the Chemical Industry Productivity Promotion Center; Liu Liang, Deputy Chief Engineer at Sinochem Group; Wang Xiaofeng, Deputy Director of the Industry Department of the China Chemical Industry Association; Zhang Honglin, Chief Engineer at the Engineering Research Center for Water-Coal Slurry Gasification and Coal Chemistry; Ma Xin, Senior Engineer at the Chemical Industry Productivity Promotion Center; Xia Lei, General Manager of Shanghai Yahua Consulting Company; and Liang Jiahe, Deputy Director of the Key Project Office in Zaozhuang City, Shandong Province. At the review meeting, Shi Xianping, deputy director of the Petroleum and Chemical Industry Planning Institute, and other experts introduced these two plans on behalf of the institute. The expert review panel conducted a thorough and detailed evaluation of these two plans. After listening to the introduction and presentation of the planned measures by the Petroleum and Chemical Industry Planning Institute, evaluation experts such as Fang Dewei, chief engineer at the Chemical Industry Productivity Promotion Center; Liu Liang, deputy chief engineer at Sinopec; Zhang Honglin, chief engineer at the Engineering Research Center for Water-Coal Slurry Gasification and Coal Chemistry; Xia Lei, general manager of Yaha Consulting; and Wang Xiaofeng, deputy director of the Industry Department of the China Chemical Industry Association, each offered their suggestions regarding the plan. The panel members unanimously agreed that the plan prepared by the Petroleum and Chemical Industry Planning Institute for Tengzhou City is generally feasible, and it will play an important guiding role in future efforts to attract investment. Wang Zhonglin of the Tengzhou Municipal Party Committee delivered a speech after the evaluation, putting forward requirements for the full implementation of these two plans and for accelerating the development of the chemical industry. He said that in recent years, the Tengzhou Municipal Party Committee and the municipal government have thoroughly implemented the Scientific Outlook on Development, strictly enforced macro-control policies, adhered to the two strategies of strengthening the city through industry and building the city on the basis of industrial development. They have made efforts to foster six key industries: machinery manufacturing, coal chemical industry, energy, food and pharmaceuticals, building materials, and light textiles, while focusing on establishing three major industrial hubs in machinery manufacturing, coal chemical industry, and energy. Among them, the municipal committees and governments of Zaozhuang and Tengzhou have devoted considerable effort to the development of the chemical industry, introducing a range of preferential policies and measures to provide strong support for it. In the future, Tengzhou needs to carry out further comprehensive planning, clarify the overall strategy for the development of the chemical industry, build chemical industry clusters, transform resource advantages into industrial advantages more effectively, enhance the overall competitiveness of the chemical industry, and promote the sustainable development of the regional economy. Wang Zhonglin, the mayor of Tengzhou City, emphasized that the \"Overall Plan for the Shandong Lunan High-Tech Chemical Industry Base\" and the \"Development Plan for Tengzhou City’s Chemical Industry\" should adhere to the principles of centralization, scaling up, integration, and development along industrial chains. These plans aim to establish a coal chemical industry chain centered on products such as methanol, thereby providing the chemical industry with broader opportunities for growth.

The best development direction is the organic integration of coal chemical industry and salt chemical industry.
From the introduction of the first batch of foreign gasification units, to the pilot testing of FTO synthetic oil produced through indirect liquefaction at Yankuang, and to the successful operation of the world’s first IGCC-based multi-product facility for methanol and acetic acid production – the Yankuang IGCC multi-product demonstration unit under the 863 Project – Lunan has indeed done a great deal of work； But it seems to be little known outside. But currently, Lunan is indeed facing practical problems as well. 1. From an institutional perspective, as YKZL said, it is necessary to clarify the relationship between Zaozhuang and Tengzhou ； As well as the relationships between Yankuang and Tengzhou, Zaozhuang, and the relationships among various enterprises. 2. In terms of resources, Zaozhuang in Shandong has been classified by the State Council as a city with depleted resources. This means that the future development of coal chemical industry in southern Shandong should take advantage of its technological capabilities, water resources, and proximity to the markets in East China. 3. In terms of attracting investment, Tengzhou also faces challenges such as limited land resources (which requires the relocation of local residents) and competition from neighboring areas (such as Zoucheng, which is under the jurisdiction of Jining). Lunan must clarify the institutional interests involved, leverage its own advantages, and take action in order to seize the opportunities presented by the next round of economic growth and development in the energy and chemical sectors, and achieve new progress.
