Material selection for flange connection bolts and nuts on process pipelines

For the process pipelines under construction in our facility (with medium temperatures ranging from 420 to 500°C), 25Cr2MoVA has been selected as the material for both the flange connection bolts and nuts. However, some people have suggested using 30CrMoA or 35CrMoA instead in order to reduce costs. Yet the maximum operating temperature for 35CrMoA bolts is almost identical to the maximum medium temperature; I wonder whether such substitution is permissible What is the temperature range allowed for the bolt and nut designs made of the aforementioned materials?
