I’d like to write something about the technical complexity and importance of safety assessments, the technical complexity and importance of specialized safety design, as well as the technical complexity and importance of pilot production plans. I think each has its own focus; it also depends on what the project is. For some projects, following Order No. 8 seems like overreacting to minor issues

Safety assessments are prepared by evaluation agencies hired by companies based on the actual situation; they involve little technical expertise and are essentially fabricated based on standards. They are all applied; the level of technical complexity and importance depends on the extent to which you need them. Reference standards and on-site inspections are the main approaches.
It’s obvious at a glance that it’s an amateur – as the saying goes, \"Amateurs watch the excitement.\"
