Are the different sections of the stripping tower separate?

Our unit’s pressure-reduction stripping tower has a steam return from stage 2 between the inlet to stage 1 and the outlet from stage 1. Aren’t stage 1 and stage 2 separated from each other? How can the steam from stage 2 flow up to stage 1? I can’t figure it out; I hope someone with expertise can help explain this
It’s unlikely; the vapor return line leads back to the pressure reduction tower.
