As the owner, how should one review the supervision plan prepared by the supervision unit?

Review the supervision plan in terms of progress control, investment control, quality control; information control, coordination control, and safety control. Check whether the supervision plan includes these elements as well as the management methods employed. For larger projects, detailed supervision rules also need to be prepared; the focus is mainly on reviewing the content
Refer to GB/T 50326-2006 Code for Management of Construction Project Projects and GB50319-2000 Code for Supervision of Construction Projects. Additionally, it is important to ensure that the supervisor has the necessary qualifications in this area; it is preferable if they have experience working on similar projects. The supervisor must also have extensive experience and cannot be someone who is merely filling a position. As for the review of the supervision details, you can refer to those available online to see whether they are comprehensive enough. The key aspects to consider are the supervision plan and the plans for various specialties, as well as how progress, quality, and safety are controlled. Cost control is also important, as supervision efforts are currently focused mainly on quality rather than cost
The project owner should select, through bidding, a qualified company with extensive experience in project supervision to carry out the supervision work. Experienced and reputable supervision companies attach great importance to the preparation of supervision plans; they submit a plan that satisfies the project owner. We can assess the strength of the company through a review. The focus of the review should be on the following issues: 1. Are the qualifications of the supervisor and the scope of their supervision work clearly defined? ； 2. Are the supervision objectives consistent with the overall project objectives? ； 3. Authority of the basis for supervision work ； 4. Is the organizational structure of the project supervision agency suitable for the needs of the project, and are all the necessary personnel in place? ； 5. The role of the project supervision organization’s post responsibility system in restraining and motivating personnel ； 6. Are the supervision work systems complete, and what is their level of operability? ； 7. Whether the principles and flexibility of the supervision methods, as well as the measures taken, are effective ； 8. Whether the supervision work procedures form a closed loop and whether there are any gaps.
Most supervision plans are currently quite uniform. In my opinion, what’s important is to determine whether the supervision organization assigned by the supervision company meets the requirements of project management; the experience of the staff and their professional qualifications are key factors, as well as the company’s ability to employ appropriate methods for checking the relevant control points. Additionally, it is necessary to check whether all the key points of the project are covered, but generally, owners do not have the capability to review such aspects.
