Management System for Commencing Construction of Buildings, Structures, and Equipment Foundations: This system has been established to ensure that factories, structures, equipment foundations, underground cable and telecommunications lines, as well as water supply and drainage pipelines are not damaged, thereby ensuring the smooth progress of production and the safety of construction workers. 1. For the management of factory buildings, structures, and equipment foundations, in addition to carrying out routine equipment management, the following regulations must also be followed. (1) Regular inspections and maintenance are necessary; any issues identified during these inspections must be addressed promptly. The problems found, as well as the methods used to address them and the results obtained, should be carefully recorded and filed in the archives. (2) All departments should take care to protect the factory buildings and equipment foundations; acidic or alkaline raw materials, as well as liquids and gases, should not be stored or discharged in the vicinity to prevent corrosion and damage. (3) The plant structures and equipment foundations must not be damaged arbitrarily. Activities such as drilling holes in walls and floor slabs, digging near the foundation, and arbitrarily damaging structural elements like equipment foundations, roof beams, and columns are strictly prohibited. If it is truly necessary for work purposes (as a last resort), an application should be submitted, approval sought from company management, and measures taken before proceeding. But it must be repaired afterward to restore it to its original state. Otherwise, it will be treated as illegal operation. 2. Groundwork management falls under the scope of general layout management. To avoid being affected or damaged by earthwork, the following provisions are established: (1) Any of the following situations constitutes earthwork: a. The digging depth exceeds 0.5m ； b. Those with a digging area of over 3 m2 ； c. Those who use bulldozers for filling and leveling the plant floor ； d. The transportation of heavy items (including the vehicle) on roads, with a total weight of over 15 tons, or off roads where the vehicle and heavy items may sink more than 0.2 meters into the ground. e. Areas where heavy objects are stored, with a pressure of 5 tons per square meter or more, or where the stored objects may sink into the ground by more than 0.2 meters. f. Ground fires that affect underground cables. (2) Any department that carries out the aforementioned work within the factory premises (referred to as the work commencement department) must go through the required procedures for obtaining a work commencement permit, and work may only commence upon approval. (3) The ground-breaking procedures may be waived in the following cases. a. An area designated near the warehouse for storing heavy items. b. Those who transport heavy goods on railway lines. c. Transport of heavy items not exceeding 10 tons on road routes. (4) For any earthwork work within the workshop, the workshop shall submit a plan report for such work, which must be reviewed and approved by the Production Department before it can be carried out. (5) In the factory area, the area in front of the factory, factory buildings, other structures, and areas outside these zones, any excavation work must be approved by the Production Department; only after the necessary approval procedures are completed can such work proceed.

Repost: 1 General Provisions This system is established in order to strengthen the overall management of the project site, to coordinate the construction of roads and underground facilities within the plant area, and to prevent human-induced damage to water and electricity facilities. 2 Scope of Application This system applies to **** 3 Basis and Relevant Documents 3.1 Construction contract and construction organization plan 3.2 General layout plan of the project 4 Management Requirements 4.1 All parties must submit an excavation application form before starting any excavation work (see attached page; two copies are required, one to be kept by the construction unit and one by the engineering department). Work may only commence after approval is given by the relevant departments. Units that start excavation without such an application form will be fined between 200 and 500 yuan, depending on the extent of the damage caused. 4.2 The Power Supply Team is the responsible department for managing underground cables. Any entity that wishes to embed cables underground must report to the Power Supply Team and fill out an application form for temporary power connection during construction (see attached page); construction can proceed only after approval from the relevant departments. For construction units that bury cables without submitting an application, if the cables are damaged during excavation, the responsible party shall bear the consequences, and a fine of 500 to 1,000 yuan will be imposed on such unit. 4.3 The main cables within the factory area are 10KV buried cables, and the routing for their burial is to be designated by the cable management team. Before excavation begins, personnel from the power supply team must be present at the site to supervise the work. If the 10KV main cables in the factory area are damaged as a result of inadequate supervision by the power supply team, the supervisors involved will be fined between 500 and 1000 yuan; in cases where the consequences are severe, they may even be dismissed from their positions. If the construction workers and machinery fail to follow the instructions of the personnel in charge of power supply and carry out work in a reckless manner, resulting in damage to the 10KV main cable, the party responsible for starting the construction shall bear all consequences arising therefrom. Additionally, a fine of 2,000 to 10,000 yuan will be imposed on such construction unit, depending on the severity of the consequences. 4.4 The Power Supply Team is responsible for ensuring that the cable labels throughout the plant are accurate. If any areas where the cable labels are unclear are found, the managers of the Power Supply Team will be fined between 200 and 500 yuan, regardless of the reason. The department in charge of managing all cables in the plant is the Electrical Specialist in the Engineering Department. In the event that cables are damaged, regardless of who is at fault, the Electrical Specialist shall bear joint liability and may be fined between 200 and 500 yuan depending on the extent of the damage. The Electrical Specialist must keep records of all cables installed on site, ensuring that no buried cables exist without corresponding records. 4.5 The arrangement of temporary water supply and drainage pipelines within the factory area is the responsibility of the plumbing contractor. The department in charge of supervision is the specialist in boiler operations. The plumbing contractor is responsible for clearly marking the buried pipelines. If water leaks occur due to unclear instructions or inaccurate markings by the plumbing contractor, the contractor shall bear all consequences of such incidents, and will be fined between 500 and 1,000 yuan. If the party carrying out construction ignores the contractor’s instructions and carries out work in a careless manner, resulting in damage to the water pipelines, that party shall bear all consequences of such incidents, and will be fined between 2,000 and 10,000 yuan depending on the extent of the damage. 4.6 The plumbing technician must ensure that all water line markings throughout the plant are accurate. If any inaccuracies are found in these markings, the technician will be fined between 200 and 500 yuan, regardless of the cause. The department responsible for managing all water line installations in the plant is the boiler specialist. Regardless of the cause, if the water lines are damaged and this leads to a water outage, the boiler specialist shall bear joint liability; depending on the extent of the damage, they may also be fined between 200 and 500 yuan. The boiler specialist must keep records of all water line installations in the plant, and it is not allowed for any buried water pipes to exist without such records. 4.7 The soil excavated by the construction unit responsible for the excavation work shall have its disposal site designated by the engineering department; the soil must not be dumped randomly, as this would cause clutter and disorder at the site. Construction units that dump soil improperly will be fined between 500 and 1,000 yuan, depending on the severity of the offense. 4.8 If the excavation unit discovers cultural relics or other unidentified objects while digging, it shall immediately stop the excavation and report to the Engineering Department. The Engineering Department will then contact the relevant authorities to confirm the situation and develop a plan for handling them before work can resume. No other entity or individual shall handle underground cultural relics without permission.
