For the further development of the company, on September 18, 2008, in line with the overall concept of industrial relocation, Xinsai Co., Ltd. signed a \"Coal Chemical Industry Project Development Agreement\" with Huocheng County. After several months of work, the overall planning for Xinsai Co., Ltd.’s coal chemical industry has now been completed. The project will be completed in three phases, following the principle of one-time planning, phased implementation, and incremental development. The product plan for Phase 1 of the project is preliminarily envisaged to include urea and diammonium phosphate, along with the associated ammonia synthesis, sulfuric acid, and phosphoric acid ； In the medium to long term, plans include producing semi-coke through coal coking, manufacturing PVC via the calcium carbide method, as well as projects for producing methanol from calcium carbide off-gases and coal-based olefins. The total investment for the coal chemical project is 42.03 billion yuan; the first phase was carried out from 2010 to 2012, with an investment of 5.35 billion yuan ； The second phase covered the period from 2013 to 2014, with a total investment of 12.62 billion yuan ； The third phase of the project ran from 2015 to 2018, with a total investment of 24.13 billion yuan. The project is currently in the application and approval phase. To align the overall development plan for coal chemical industry in Huocheng County with that of Ili Prefecture, on March 30, the 5th Agricultural Division and Xinsai Co., Ltd. held a special briefing session on the overall plan for coal chemical industry. Li Xianglin, Mao Ken, Yu Qingshan, Wan Shui, Zhang Yefei, and Gao Cuixia, who are leaders of Ili Prefecture, along with Li Yingliang, the commander of the 5th Agricultural Division, Song Guoan, the deputy commander, and Dong Langchao, the chief economist, attended the briefing session. After listening to New Sai Co., Ltd.’s presentation on the overall plan for the coal chemical industry in Huocheng County and the practical difficulties it faces, Li Xianglin of the Ili Prefecture Party Committee stated that the party committee would ensure an adequate supply of coal resources for the next 50 to 70 years. It was necessary to allocate these resources as quickly as possible, so as to maximize New Sai Co., Ltd.’s operational potential in Ili. By combining technology, market financing mechanisms, management skills with Ili’s resources and geographical advantages, it would be possible to help the company achieve better profits and growth, thereby promoting the economic development of Ili and achieving a win-win outcome. Li Xianglin said that as an enterprise that integrates party, government, military, and business functions and features a high degree of organization, and being a local enterprise in Xinjiang, the Xinjiang Production and Construction Corps should thrive right in its home region. More importantly, it is necessary to achieve integrated development between the military and local communities, as well as joint construction and integration between them. Therefore, from an economic, social, and political perspective, we are unwavering in our commitment to advancing this project. Li Xianglin expressed satisfaction with the overall plan for the coal chemical industry of Xin Sai Co., Ltd. He said the entire design is very reasonable. The key is to carry out the launch projects and priority projects successfully, ensure a victory in the first attempt, make these projects a highlight of the overall industrial plan, and strengthen confidence in future investment and development. It is a good choice to select 300,000 tons of synthetic ammonia, 300,000 tons of urea, and 600,000 tons of phosphoric ammonia as the priority projects; around this industrial cluster, an industrial belt can be formed. To enable enterprises to develop in Ili more effectively and without concerns, the local Party committee **must take action. We firmly support Xin Sai Co., Ltd. in achieving good development in Yili, and in growing stronger and more successful. Xin race Co., Ltd. must make up its mind to work backwards from the deadline in terms of fund raising and project construction ； Whatever needs to be done locally, we handle it thoroughly ； We must set a good example with the military-civilian joint development projects; now we must resolutely get the projects under way and launch the initial phases of them. Li Xianglin said that the success of these enterprises is our own success; it is the responsibility of both parties to ensure the success of this project. We will definitely not let these enterprises operate in Yili without the necessary resources, and we aim to help them maximize the benefits from their capital operations, achieving the best results possible here. Companies can rest assured regarding the investment environment in Ili; currently, there is a strong atmosphere throughout Ili for taking action and seeing things through. The efforts to attract investment, large-scale projects, and capital, as well as the push toward industrial development, are all very vigorous. Once companies join forces with us, we will provide them with even better support. If a business is not successful, it is first and foremost our failure – we failed to do our job properly. The land administration departments at the provincial and county levels must take immediate action to allocate resources properly, ensuring that there are sufficient resources available. Xin race Co., Ltd. also needs to increase its efforts in risk exploration in order to identify more, better, and viable coal resources.
