Xinjiang Xinsai Shuanglu Mining Co., Ltd. was established with an investment of 33 million RMB jointly by Xinsai Shares and Regiment 66. It is a limited company focused on coal production and sales, formed as part of the comprehensive restructuring of the former coal mine belonging to Regiment 66. Xinsai Shares holds 51% of the shares, while Regiment 66 holds 49%. This is another cooperation project between Xin race Shares Company and the Fourth Division, following the partnership with \"Hengxin Oil Co., Ltd. under the Fourth Division’s control\"; it is a development project in the field of coal resources that operates entirely in accordance with market principles. Xinjiang Xinsai Shuanglu Mining Co., Ltd. boasts stable coal resources, convenient transportation, complete licenses and permits, excellent development conditions, and a high return on investment. Xinsai Shares and Regiment 66 have decided to act in accordance with the **industrial policies for the development and upgrading of coal resources. A joint investment of 120 million yuan was made to carry out a construction project for a coal mine with an output capacity of 300,000 tons. This project has been approved by relevant departments such as the Development and Reform Commission of the Production Corps, the Coal Safety Inspection Bureau of the Production Corps, the Environmental Protection Bureau of the Production Corps, and the Coal Bureau of the autonomous region. The project construction period is 22 months. It is estimated that 51.6 million yuan will be invested in the project in 2009, accounting for 43% of the total project investment. Equipment installation for the project will be completed between August and September 2010, with the goal of entering the trial operation phase by November 2010. Upon completion of the project, the annual coal production capacity will increase from the current 90,000 tons to 300,000 tons. The annual sales revenue will be 45 million yuan, the average annual profit will be 9.3547 million yuan, and the return on investment rate will be 12.51%. It possesses good investment value and broad prospects for development. Song Guoan, deputy commander of the 5th Agricultural Division, presided over the foundation-laying ceremony. Those who attended the groundbreaking ceremony on that day included leaders from the Yili Prefecture Land and Resources Bureau, Coal Bureau, and Project Promotion Office, as well as leaders from the Huocheng County Land and Resources Bureau, Investment Promotion Bureau, Economic and Trade Bureau, Industry and Commerce Bureau, State Taxation Bureau, Local Taxation Bureau, and Power Supply Company. There were also leaders from the Bozhou branches of Bank of China, Industrial and Commercial Bank of China, China Construction Bank, Agricultural Bank of China’s branch in the Bozhou Military Region, Bank of China’s Huocheng County branch, and Agricultural Bank of China’s 66th Central Regiment Branch. In addition, leaders from various regiments of the Fifth Agricultural Division and related units of the 66th Central Regiment were present.
