Non-destructive testing should be carried out first, followed by a hydrostatic test. If a hydrostatic test is carried out first, high-pressure water will be forced out from the damaged part of the pipe, posing a serious danger.
As for what kind of inspection is done on pipelines, pipelines generally do not undergo hydrostatic testing; only the welds are inspected. Pipelines carrying high-pressure or toxic fluids are subject to non-destructive testing, while ordinary pipelines can be tested using kerosene penetration testing.
