Biomass power generation primarily uses agricultural, forestry, and industrial waste as raw materials; urban waste can also be used, with power being generated through direct combustion or gasification. In recent years, the supply and demand for energy and electricity in China have become increasingly tight, which has led to significant attention from power generation industries both domestically and internationally to the development and utilization of biomass resources – resources that are abundant, highly renewable, beneficial for environmental improvement, and sustainable. Thus, the biomass power generation industry came into being. World biomass power generation originated in the 1970s, when, following the global oil crisis, Denmark began to actively develop clean renewable energy sources, giving strong support to the use of biomass such as straw for power generation. Since 1990, biomass power generation has seen significant development in many countries in Europe and the United States. China is a major agricultural country with abundant biomass resources. Various crops generate over 600 million tons of straw each year, of which about 400 million tons can be used as energy. The total biomass of trees across the country is around 19 billion tons, of which 900 million tons can be utilized, giving a total amount of about 300 million tons that can be used as energy. If utilized effectively, its development potential is enormous. To promote the development of biomass power generation technology, since 2003, **three straw power generation demonstration projects in Jinzhou, Hebei; Duanxian, Shandong; and Rudong, Jiangsu have been approved successively. The Renewable Energy Law was enacted, along with various supporting policies such as preferential grid connection tariffs for biomass power generation, which has led to rapid growth in biomass power generation, particularly that using straw as fuel. In recent years, large state-owned, private, and foreign-funded enterprises such as power grid companies and the five major power generation groups have invested in the construction and operation of China’s biomass power generation industry. By the end of 2007, ** and the development and reform commissions of various provinces had approved 87 projects, with a total installed capacity of 2.2 million kilowatts. There are over 15 biomass direct combustion power generation projects that have been built and put into operation nationwide, with more than 30 projects under construction. It can be seen that the development of China’s biomass power generation industry is progressing well. In line with the development goals set out in the **11th Five-Year Plan**, an installed capacity of 5.5 million kilowatts for biomass power generation is to be established in the future. The previously released **Medium- and Long-Term Development Plan for Renewable Energy** also sets a goal of achieving an installed capacity of 30 million kilowatts for biomass power generation by 2020. Furthermore, it has been decided to allocate funds to support the development of technologies related to renewable energy, as well as the establishment of industrial service systems for equipment manufacturing and testing and certification. The price of biomass straws is rising steadily. **The policies themselves are well-intentioned and a good thing, but some power plants mix in a lot of such straws in order to earn higher rates for generating electricity using environmentally friendly methods. There are also some that, although they are straw power plants, burn rice husks, peanut shells, tree bark, and wood. There is too much straw in small quantities, making it difficult to collect it; farmers prefer to bury it or burn it rather than go through the hassle of selling it for such a small amount of money. Since our country does not have large-scale foreign farms, I believe the prospects for biomass power plants are not very promising.
Among all renewable energy sources, biomass energy is the only one that is both renewable and easy to transport. In other words, it is a carrier of energy. Biomass has a high oxygen content, low energy density, large reserves, but is scattered in distribution. Biomass power generation is costly, and it does not have significant advantages over other forms of renewable energy such as wind power and nuclear power. But its biggest difference from wind and nuclear power is that it can be transported just like oil and coal. Therefore, to take advantage of the benefits of biomass energy, I believe bio-refining is the best approach, rather than biomass power generation.
