Why must no loads be connected to either of the two-circuit power supply lines?

Recently, I was working on the issue of dual-circuit power supply, and the regulations state that no other loads should be connected to it. Why is this requirement?
I work in relay protection. If branch loads are connected to a two-circuit system, the protection devices will not function properly, making it difficult to set their parameters.
Loads powered by dual circuits are generally fire protection loads as well as Class I and Class II loads. To ensure the specificity of these loads (so that their operation is not affected by failures of other loads), it is not allowed to connect other loads to them.
