I asked: Is there any regulation regarding how many manholes should be installed on steel horizontal containers?
It doesn’t seem like there’s such a rule; it’s only in the tolerance specifications that it is specified under what circumstances manholes or access holes need to be installed

The tolerance specifications include rules regarding the creation of inspection holes
When the length of the horizontal container cylinder is ≥6 meters, it is advisable to provide more than 2 manholes; for lengths less than 6 meters, one manhole is sufficient.
Based on our experience, two manholes are required when the volume reaches 50 cubic meters.
For steel horizontal vessels, if the diameter is less than 1 meter, one manhole or two handholes may be provided; if the diameter is greater than 1 meter, one manhole must be provided.
