There is a plastic sleeve to isolate the heat exchange tube and the baffle, which is specially requested when ordering to prevent the heat exchange tube and the baffle from collision and wear due to vibration. Generally, corrugated tubes are thin-walled tubes, and it is definitely beneficial to have a plastic sleeve.
It mainly depends on whether you have any requirements when ordering. It is good to have a protective cover. If not, if the quality of the heat exchange tube is good, it will usually be fine.
