At the end of March 2009, Xi’an Thermal Power Research Institute, which is controlled by Huaneng Group Company, signed a principle agreement on the licensing of the \"two-stage dry coal powder pressurized gasification technology\" in Shanghai with Future Fuels Technology LLC and its subsidiary Future Power PA Inc. Headquartered in Houston, United Future Fuels is constructing a 150MW IGCC power plant in Schuylkill County, Pennsylvania, United States. This project has received strong support from **Pennsylvania in the United States. Construction of the project is scheduled to begin in 2010. After comparison, the IGCC gasification technology from Xi’an Thermal Power Research Institute will be adopted. Xi’an Thermal Power Institute will be responsible for the design of the gasification island, the supply of specialized gasification equipment, and the design of the IGCC system. Future Fuel Corporation of the United States will pay Xi’an Thermal Power Institute royalties for patent use, as well as fees for design and equipment. “The “two-stage dry coal powder pressurized gasification technology” has previously been selected for Huaneng Group’s green coal power project in Tianjin, which is primarily a 250MW IGCC power plant with a coal feeding rate of 2,000 tons per day for the gasifier. According to Yaha Consulting, the export of this technology will mark the second time that China’s gasification technology enters the U.S. market. In 2008, the \"multi-nozzle opposed water-coal slurry gasification technology\" jointly developed by Yankuang Group and East China University of Science and Technology was adopted by Valero Energy Corporation, the largest oil refining company in the United States. A license agreement for the implementation of this petroleum coke gasification technology was signed, with the technology licensing fee exceeding 100 million yuan; the processing capacity per furnace is over 2,000 tons per day.

The two-stage dry coal powder pressurized gasification semi-industrial plant with a capacity of 36–40 tons per day, which has been built by the Northwest Thermal Engineering Institute (**Key Project 863 – “Dry Coal Powder Pressurized Gasification Technology”), has passed the 168-hour continuous operation test, with a total operating time of over 2,200 hours. The following technical specifications have been achieved: 1. Carbon conversion rate ≥ 98% 2. Specific oxygen consumption: 300 Nm3 O2/1000 Nm3 (CO+H2) 3. Specific coal consumption: 520 kg/1000 Nm3 (CO+H2) 4. Cold gas efficiency ≥ 83% 5. Effective gas composition (CO+H2) ≥ 91%. The types of coal that can be gasified include lignite, bituminous coal, subbituminous coal, anthracite, etc ; The moisture content range for coal suitable for gasification is 4%–35%. Engineering application status: 1. The 2,000 tons/day two-stage dry coal powder pressurized gasification furnace (waste boiler process) has been applied in Huaneng Group’s “Green Coal Power” project, and is scheduled to be completed in 2009. 2. The 1,000-ton/day two-stage dry coal powder pressurized gasification furnace (quenching process) has been applied to the 300,000-ton/year methanol production project of Inner Mongolia Shilin Chemical Co., Ltd., and is scheduled to come online in 2009.
