With the commissioning of Sichuan Petrochemical’s project with an annual production capacity of 1 million tons of ethylene and 10 million tons of refined oil, many design and construction firms will have the opportunity to benefit from this project, and our institute also hopes to be able to take on some tasks related to it.
All the design work at Sichuan Petrochemical has not stopped; it’s just that the progress of the project is a bit slower. The detailed design work is now progressing in an orderly manner, with completion expected in 2012.

I heard that the construction of the main structure is about to begin!~There are quite a few organizations involved in this project~At the very least, the design institutes from the CNPC group will be involved, and construction companies are certainly essential as well; since it’s located in the Land of Abundance, the Chengda Design Institute has an advantage due to its geographical location, and it handles projects of all sizes across the country without any problems. I guess that’s about it for the main structures; some auxiliary facilities, tank areas, and utility systems might be subject to public bidding!~

Report by our correspondent Zhao Jinbo: On April 20, the linear low-density polyethylene production facility of Sichuan Petrochemical Company began construction. Guided by the scientific development concept, Sichuan Petrochemical is accelerating the construction progress of its integrated refining and chemical project. This year, the Sichuan Petrochemical project will complete the preliminary design for the integrated refining and chemical processing facility, essentially finish the construction drawings, place orders for key equipment with long lead times, start the civil engineering work, and complete the construction of the underground main pipelines. Aiming to become a \"model integrated refining and chemical enterprise,\" Sichuan Petrochemical Company starts with its institutional mechanisms to develop a scientific management framework for project construction and production operations. By leveraging information technology and process constraints, and with a focus on a flat organizational structure, it creates an enterprise framework that is in line with international petrochemical companies, as well as an intelligent management system. The company fully adopts the \"IPMT (Integrated Project Management) + EPC project construction\" management approach, strictly controlling quality, safety, schedule, and costs to advance the process of integrated refining and chemical production.

On April 20, as part of the ongoing academic and practical activities, the Sichuan Petrochemical Integration Project was officially launched with the commencement of construction of the linear low-density polyethylene facility. Shen Diancheng, Vice President of the joint-stock company and Chairman of Sichuan Petrochemical Co., Ltd., along with leaders such as Li Chuncheng from the Sichuan Provincial Party Committee and the Chengdu Municipal Party Committee, participated in the foundation-laying ceremony for the project. The Sichuan Petrochemical Integration Project consists of 10 million tons of refining capacity per year and 800,000 tons of ethylene production per year. It includes 13 main refining units, 8 main chemical processing units, as well as auxiliary and utility systems, with completion and operation expected by 2012. This project began to take shape in 1988, going through a nearly 20-year process of twists and turns. During the 20-year period of preliminary evaluation, **the relevant ministries and authoritative agencies conducted thorough scientific assessments and rigorous step-by-step reviews regarding various aspects such as the regional planning, environmental impact, and technical standards of the project; as a result, all the requirements for approving the project were met**, and the project was included in the **Medium- and Long-Term Development Plan for the Refining Industry**. Following the Wenchuan earthquake, China National Petroleum Corporation actively organized post-earthquake assessments of the Sichuan petrochemical projects, properly evaluating factors such as the construction conditions and geological defenses in the areas where these projects were located. This provided a scientific basis for future construction efforts, ensuring the safety and reliability of the project construction and bringing benefits to the local population. On November 12, 2008, the **National Development and Reform Commission approved the commencement of construction for the Sichuan petrochemical project. In 2009, Sichuan Petrochemical will further refine its corporate structure and intelligent management framework, which relies on information technology, process controls, and a flat organizational design in order to integrate with international petrochemical companies. It will fully adopt the IPMT (Integrated Project Management for Engineering) + EPC project construction management model, strictly control quality, safety, schedule, and investment, complete the preliminary design for the integrated refining and chemical processing project, and essentially finish the detailed design work ; Complete the ordering of long-cycle critical equipment.
