Oil cooler corrosion

What causes severe corrosion on the circulating water side of the refrigeration oil cooler? Severe corrosion on this side can lead to pipe blockages. All parameters of the circulating water are normal, and the water in the circulating water tank is clear and visible to the bottom – what could be the cause? For the circulating water, the relevant parameters are as follows: pH 8.81, Cl- 3.44 mg/l, conductivity 0.73 μs/cm, Mg2+ 1.15 mg/l; Ca2+ was not detected. The temperature of the refrigeration oil is below 50 degrees. Please advise
It is possible that the flow rate of water within the circulating water cooler is uneven, with slower flow rates in certain areas; furthermore, debris in the circulating water accumulates over time inside the heat exchanger (acting like a filter), leading to corrosion and blockages. Sludge deposits on the metal surface; these deposits cover the metal surface, preventing dissolved oxygen and corrosion inhibitors from reaching it, thereby causing localized corrosion. I wonder what purpose the oil cooler used by the original poster is for
