Air conditioning industry: Combining substitution with industrial development is key. Demonstration projects in the home air conditioning sector are currently in the selection process. Ultimately, the demonstration project was decided upon jointly by China’s Ministry of Environmental Protection, UNIDO, and the Chinese Appliance Industry Association; the timeline for replacing HCFCs in this case is extremely tight. At the same time, some industries and enterprises are facing the issue that, with the phase-out of CFCs using HCFCs taking place in a short period of time, phasing out HCFCs shortly thereafter will impose significant cost pressures. Apart from R410A, R290 has been used in products such as portable air conditioners in Europe and Australia. Currently, there are also household air-conditioning companies in China conducting relevant experimental research. From the perspectives of energy efficiency, ODP value, GWP value, and economic costs, R290 is an attractive option; however, its main problem is that it is flammable and explosive, and it has not yet been tested in the market. Additionally, in the international market, Honeywell and DuPont have also developed a product, HFO-1234yf, as a substitute for refrigerants used in car air conditioners. However, it has the same problems as R290 – it is flammable and explosive – and it has not yet been tested in real-world conditions; moreover, it might be another patented product. In response, Wang Lei said, “To determine just how dangerous the flammability issue of R290 is, experimental evidence is needed; one cannot simply follow what others say.” Studies conducted in China show that, with the technological advancement of entire air conditioning systems, it is entirely possible to reduce their risks to within acceptable levels. Of course, R290 is just one of the technologies that we are currently testing. As technology advances, more potential alternatives may emerge. It remains open as to which technology will be used to replace existing ones in the air conditioning industry, but companies need to rely on their own research and analysis to reach a conclusion. As the world’s largest air-conditioning manufacturing hub, China should have its own intellectual property products. With international financial support, we should make full use of it to plan for the long term, benefiting both the Earth’s environment and industrial development. ” Li Hongbing believes that \"Chinese home air-conditioning manufacturers, especially the leading ones, should pay attention to the international trends in replacing HCFCs, analyze and compare various technical approaches, study the regulatory frameworks related to different refrigerants worldwide, and prepare themselves accordingly.\" At the same time, increase investment in technology research and development to find alternative paths suitable for oneself. Enterprises are the entities that carry out substitution, and when choosing alternative technologies, a long-term perspective must be adopted from the very beginning. If the entire industry acts together to develop alternative technologies suitable for itself, it will not be at the mercy of others. If the chosen route fails, the entire industry, as well as any individual company, cannot afford to bear that responsibility. ” Wang Lei repeatedly emphasized to a reporter from \"Electrical Appliance\" the importance of choosing an alternative route for businesses and even the entire industry: \"For the manufacturing sector, what’s most important is the choice of technical route.\" It determines the future fate of the entire industry. When the refrigerator industry phased out CFCs, China adopted R600a as a substitute, which led to its widespread use around the world; at that time we learned the technology from Germany. Currently, household air conditioners are phasing out HCFCs, and there is no yet fully developed technology available for adoption internationally*, but we now possess stronger R&D capabilities than back then. It is also our responsibility to conduct experimental analyses and compare different technical approaches, in order to ultimately select the refrigerant that is best for the Earth’s environment, the industry, companies, and consumers. This takes time, but it is worth it. ” Li Hongbing revealed that around 2010, the alternative pathways for the initial phase of the HCFC phase-out project would be determined. “In fact, during the process of replacing CFCs in the refrigerator industry, there are many experiences and lessons that the air conditioning industry can draw on. First, companies need to pay attention to this issue and get involved; corporate leadership should regard the task of replacement as a crucial aspect of the company’s development – those companies that handle this well will gain an advantage. Second, the technical approach is of utmost importance; the most successful efforts to replace CFCs in the refrigerator industry were those that selected the right technical approach based on technological maturity and market conditions. Third, good communication with international partners helped to secure technical and financial support. Fourth, the refrigerator industry developed industry strategies at an early stage, integrating the process of replacement with industrial growth. Fifth, the technologies for replacing key components evolved alongside those used in the overall refrigerator industry. ”Wang Lei concluded.
