Hello everyone. The process flow in oil tank areas is complex; after years of continuous modifications, the pipelines have formed a network. We are looking for a way to adopt the step-by-step verification approach used by Xitai, and we would like to discuss how to ensure proper process verification in oil tank areas I would like to use work orders, but I’m not sure how my colleagues handle this. I welcome advice from those who are experienced in this area.
1. The operators must have a thorough understanding of the process flow diagram, as well as the correct procedures and methods for operating the equipment; 2. Wear protective equipment during operation ; 3. Strictly follow the safety operation procedures during operations; clarify the operational process before starting, and proceed with the operations only after obtaining approval ; It is good to follow the approach of confirming each step in the Western Pacific region; this is also the result of accumulated experience. But in the end, it is still people who carry out the tasks, and most accidents are caused by human error. To ensure safe operations, it is necessary to improve employees’ technical skills and to foster a mindset focused on safe production. Coupled with scientific management, these elements are essential for achieving safe production. The process flow may be complex, but it can be simplified by using zoning (such as Zone 1, Zone 2, or ****Process Zone, ******Process Zone, etc.) or numbering systems (such as 1#, 2#, etc.), along with well-defined safety operation procedures. Only then can each step be confirmed.
The instructions for the operator must be clear; the operator only needs to act according to those instructions simply.
I want to do this; does everyone think it’s okay? For example, in the finished product tank areas, there are separate areas for finished gasoline, finished diesel, and other types of products. First, process flow diagrams are redrawn using CAD for each of these areas. Previously, there was only one single process flow diagram with many lines, which made it difficult for workers to understand; by dividing it into several smaller diagrams, the number of lines decreases and the diagrams become easier to read. Second, detail each operation by establishing specific guidelines for practical execution; this avoids the generality associated with standard operating procedures. Employee training and assessment are then carried out based on these two points. Third, when giving instructions, a work order is issued; routine operations are carried out by the shift leader, reviewed by the team supervisor, executed with the operator’s signature, and confirmed by the shift leader. For startup, shutdown, and special operations, the process technician issues the work order, which is reviewed by the shift leader and signed by the operator, after which the shift leader provides final approval. That’s all I can think of for now. It would be great to have examples of work order forms created by colleagues as a reference; I appreciate any advice from my peers. Thank you.
