Problems with pickling stainless steel expansion joints

Dear sea friends, I recently encountered a on-site issue. Party A requests that the stainless steel expansion joints be pickled. Are all of our stainless steel expansion joints shipped after being pickled? Is it that by default it isn’t pickled, and pickling is only done if the client requests it?
I’m not sure about expansion joints specifically, but I found on the internet that stainless steel products must undergo pickling and passivation treatment before leaving the factory. To remove the oxide scale formed on stainless steel during hot working processes such as welding, casting, hot bending, and hot pressing. This enables a passivation film layer to form on the entire product surface, achieving the best corrosion resistance and extending the service life of the equipment. I hope it helps.
It’s usually done at the factory; I’ve never encountered it being done on-site. I don’t know what your conveying medium is
