How to design liquid chlorine tank area

In the design, four 100-cubic-meter horizontal liquid chlorine storage tanks are arranged. How should we consider the layout of the tank farm? Is it necessary to set up an alkaline pool in the tank farm? How big should the alkaline pool be?
There should be no need to add an alkali tank, and an alkali spray capture and elimination device should be added.
Our old factory does not have an alkali pool and a liquid alkali spray device. But I think it is better to have these facilities from a safety perspective. There should also be an NCl3 discharge facility at the bottom of the storage tank to discharge NCl3 regularly.
Can the NCl3 emission facility specify how to set it up?
