Problems with wincc5.1 and step7 v5.4

Recently I need to use wincc5.1, and at the same time, step7 v5.4 is installed on this computer. Because the license manager version of step7 v5.4 is too high, wincc5.1 cannot enter the running system. Does anyone know a license manager that can be used with step7 v5.4 and wincc5.1 at the same time? Urgent!!!
The two authorization methods are different. It depends on whether reinstalling wincc can solve the problem.
WinCC V5.1+SP2 is compatible with STEP 7 V5.4+SP1 when the PC operating system is Win2000 SP4, but is not compatible under other circumstances.
Why is the WINCC version not upgraded to 6.0 or above? Compared with 5.1, the database of 6.0 is different, but WINCC6.0 has a project converter, which can convert the 5.1 project file into a 6.0 (or above) project file losslessly. Of course, after the conversion, wincc5.1 will not be able to open the project file! If you do not upgrade WINCC, the license maneger software is optional when installing step7v5.4, and you do not need to install the update.
