In order to guide employers in the proper provision and correct use of personal protective equipment, to protect workers’ safety and health during the production process, and to ensure safe production, the **Economic and Trade Commission, in accordance with the Labor Law of the People’s Republic of China, has formulated the \"Standards for the Provision of Personal Protective Equipment (Trial Version)\“. Please ensure its thorough implementation. Explanation on the formulation of the \"Standards for the Provision of Labor Protection Equipment (Trial Version)\": 1. These standards were established in accordance with relevant laws and regulations such as the \"Labor Law of the People’s Republic of China\", with the aim of further improving the management of labor protection equipment and ensuring the safety and health of workers during their work. II. This standard applies to all employers within the People’s Republic of China, including enterprises, institutions, and individual economic organizations. The personal protective equipment specified in this standard refers to the essential items provided by the employer during the work process to protect the safety and health of workers. Employers should guide and supervise workers to use them correctly during work. III. **Implement a safety production license system for special labor protection equipment.** Special labor protection equipment purchased, distributed, and used by employers must possess a safety production license, a product qualification certificate, and a safety assessment certificate. Fourth, employers should establish and improve management systems for the procurement, inspection, storage, distribution, use, replacement, and disposal of labor protection equipment. The safety department shall inspect the purchased personal protective equipment. V. Referring to the \"Classification Catalog of Occupations in the People’s Republic of China\", this standard has selected 116 occupations as typical ones; for the provision of personal protective equipment for other occupations, reference can be made to Appendix B, the \"Comparison Table of Similar Occupations\". For example, regarding the standards for personal protective equipment for oil tanker cleaners, as it corresponds to job type No. 3 \"Gas station operators\" in Appendix B, the relevant standards for \"Gas station operators\" should be used as a reference for determining such equipment. VI. This standard refers to **Standard GB11651-89 \"Rules for the Selection of Personal Protective Equipment\". Depending on the working environment and conditions in various types of work, personal protective equipment with appropriate safety and hygiene features is provided, and these features are indicated by letters representing different levels of protection (such as cc, fg, hw, etc.; see Appendix A \"Table of Letters Representing Protection Levels\" for details). The material, design, and color of work uniforms specified in the standards must meet the safety requirements for the specific types of work involved. VII. Personnel who are engaged in multiple types of work or operate in various working environments shall be equipped with personal protective equipment appropriate to their main type of work and working environment. If the provided personal protective equipment is indeed not suitable for use when performing other types of work or in other working environments, other necessary personal protective equipment should be obtained or borrowed. VIII. This standard requires that dust masks be provided for workers in certain types of jobs; gauze masks shall not be used as dust masks. 9. The distribution of gas protection equipment should involve the accurate selection of appropriate filter canisters (boxes) based on the types of toxins to which the workers may be exposed. Before each use, it is necessary to carefully check whether they are still effective, and the filter canisters (boxes) should be replaced at regular intervals in accordance with **standard regulations. 10. In this standard, gloves made of materials such as canvas, yarn, fleece, leather, rubber, plastic, and latex are collectively referred to as \"protective gloves.\" Employers should provide gloves with varying levels of protection and made from different materials, depending on the actual needs of workers to protect themselves from injuries caused by cutting, abrasion, burns, scalds, freezing, electric shock, static electricity, corrosion, and water exposure during work. 11. The term “hearing protectors” as used in this standard refers to earplugs, earmuffs, and noise-canceling helmets; employers may provide them to workers depending on the intensity and frequency of noise in the workplace. 12. In addition to being replaced on a scheduled basis, insulating gloves and shoes should also have their insulation performance checked before each use, and their insulation performance should be retested every six months. 13. For occupations where the eyes may be damaged by flying debris such as iron shavings, ordinary glass lenses can break easily under impact, causing indirect injury to the wearer’s eyes; therefore, impact-resistant glasses must be worn. 14. Personnel involved in production management, scheduling, security, safety inspections, as well as on-site work and external visitors should be equipped with appropriate personal protective equipment according to the production areas they frequently enter. 15. In workplaces where toxic and harmful gases may leak in the event that production equipment is damaged or fails, in addition to providing workers with standard personal protective equipment, necessary gas protection gear should also be placed in prominent locations on site for immediate use during evacuation or rescue operations. Employers should also have dedicated personnel and specific measures to keep them in good condition for use. 16. In high-altitude work areas such as construction, bridge building, shipbuilding, and industrial installations, safety nets must be installed in accordance with regulations, and workers should select and wear appropriate types of safety belts based on the different working conditions. 17. Considering that different types of work may involve varying working environments, actual working hours, and levels of physical strain across different enterprises, as well as differences in climate and economic conditions among various provinces and cities, the types of personal protective equipment specified in these standards represent minimum requirements. No specific regulations are set regarding the usage period for such equipment; instead, the provincial departments responsible for work safety shall determine, based on local conditions, whether additional personal protective equipment is necessary and establish appropriate usage periods. 18. For types of work not listed in this standard, the provincial comprehensive safety management departments shall, when formulating the allocation standards for their respective provinces, provide the required personal protective equipment based on actual conditions.
