“A loud bang shattered the tranquility of the early morning. At 8:30 a.m. yesterday, a 40-meter-tall tower crane in use at a construction site for a residential building in Nanchong suddenly collapsed; its long boom broke into several pieces, and an operator fell from the top of the crane and died as a result. Yesterday morning, the reporter saw on the bulletin board outside the project site a \"Hazardous Condition Handling Form\" dated April 2, 2009, which indicated that \"some of the lighting and hazard lights on the tower cranes were damaged but not repaired, and the access paths and protective structures at certain areas of the construction site were not set up as required.\" Ten days later, the tragedy that should not have happened occurred. At present, the Nanchong Construction Project Quality and Safety Supervision Station has issued a notice to suspend work on the project. The station also required Tianfu Mingzhu to conduct a thorough inspection and repair of the remaining 4 tower cranes, and to entrust a qualified testing agency to carry out re-testing. The relevant authorities are still conducting further investigations into the cause of the accident. Until an accident occurs, no one pays attention to potential safety hazards. Whether such hazards can be detected depends on whether the construction site has professional safety managers and inspectors. As for whether these hazards are given due attention and addressed, it depends on whether the management has leaders who put people first and place a high priority on safety~~

The \"Regulations on the Safety Supervision of Special Equipment\" leave certain unclear points; in other words, since tower cranes are considered special equipment, they are under the supervision of two different departments – the construction department for those used at construction sites, and the quality inspection department for the rest. A tower crane must be registered at one construction site and officially recorded elsewhere, which results in different departments being responsible for its safety management. This represents an unreasonable allocation of responsibilities. Moreover, the inspection of tower cranes at construction sites should be carried out by qualified inspection agencies, but in practice, many inspections are done by quality inspection stations affiliated with the construction department (which may not have certification issued by the General Administration for Quality Inspection). Appendix: Article 3 of the Regulations on the Safety Supervision of Special Equipment – The production (including design, manufacturing, installation, modification, and maintenance; the same applies hereinafter), use, inspection, testing, as well as supervision and inspection of special equipment shall be carried out in accordance with these regulations, unless otherwise provided in these regulations. **The safety supervision of equipment, nuclear facilities, aerospace vehicles, railway locomotives, marine facilities and vessels, as well as special equipment used in coal mines, is not governed by these regulations. The supervision and management of the installation and use of lifting machinery at building construction sites and municipal engineering sites are carried out by the construction administrative authorities in accordance with the provisions of relevant laws and regulations. No one pays attention to safety hazards until an accident occurs
There is no lesson learned through bloodshed that can awaken people’s desire for money; nor can it reveal the current state of construction work in Nanchong. This accident served as a warning to everyone, and at least the local safety supervision authorities have ordered inspections of other tower cranes in order to prevent similar mistakes from being made again. Let us also observe a moment of silence for the deceased! Only when one has a life does making money make sense; without a life, no matter how much money one has, it’s just pieces of paper!

This accident shows that the safety managers incharge of this construction project failed to fulfill their responsibilities. The construction industry is classified as one of the high-risk industries; these safety managers only checked for superficial issues – to put it bluntly, they were derelict in their duties!
Those responsible for the accident must be severely punished without hesitation!
