The use status of materials under H2S stress corrosion

On page 128 of the specification, under H2S stress corrosion, the material usage state is required to be at least normalizing + tempering, annealing, and quenching and tempering. Excuse me, should I choose one of the three usage statuses, or should I do all three?
Of course, it is a matter of choosing one out of three. A material cannot be in three states at the same time.
The HG standards are more detailed.: The material usage state should be at least normalizing or normalizing + tempering, annealing, and quenching and tempering. That should mean that it’s enough to at least achieve one of the above.
