Regarding the classification and characterization of accidents involving special equipment, it is clearly specified in Article 4 of Order No. 2 issued by the General Administration for Quality Supervision, Inspection and Quarantine in 2001, namely the \"Regulations on the Handling of Accidents Involving Boilers, Pressure Vessels, Pressure Pipelines and Other Special Equipment\"; 2.
