Has the advanced process been localized?

Under the current production levels of the equipment manufacturing industry, it is very difficult to truly localize internationally advanced processes. I wonder if anyone has experience in this area, and if there are any specific and feasible suggestions. In fact, to improve production efficiency under the current conditions, especially on a systematic level, it relies on the efforts of each of us. Please share some specific ideas; there are certain aspects in different manufacturing processes that could be discussed together.
For example, the research on the localization of the double-pressure nitric acid process has gone through three generations to date; however, what designers, users, and manufacturers rely on is still mostly foreign materials, and no one dares to claim with certainty that all performance indicators can match those of similar foreign processes. This is clearly unreasonable for domestic parties with limited manufacturing capabilities and skills; it is necessary to find ways to ensure that these processes truly deliver benefits.
