You can lead a small jumper line behind the pump outlet check valve to the pump inlet, add a valve across the line, and when the loading pipeline is stationary, use the small jumper line - the pump inlet line - the storage tank to relieve the pressure.
This is normal. It expands due to heat. The flange connection is the weakest point in the pipeline, so it is easy to choke. In addition, this situation may occur if the air sealing inspection is not in place, the bolts are not tightened according to standards, and there are problems with the gasket medium.
