The annual production of raw coal is approximately 20 million tons ; Heigang has coal reserves of over 2 billion tons, with the main coal types being coking coal, 1/3 coking coal, and industrial gas coal; the annual output of raw coal is over 20 million tons. Ning’an is adjacent to four major coal-producing areas. It is 218 kilometers away from Jixi, 245 kilometers away from Qitaihe, 434 kilometers away from Shuangyashan, and 423 kilometers away from Hegang. The city boasts well-developed infrastructure such as railways and roads, which facilitates transportation; it also has the resource advantages necessary for the development of the coal chemical industry. 3. Advantages of industrial clustering: The chemical industry is one of the five key industries in Ning’an City. In recent years, the city’s Party committee and government have made every effort to develop this industry; through efforts to attract investment, chemical projects with investments exceeding 100 million yuan each, such as Beifeng Ning’an Chemical, Ainnong Compound Fertilizer, and Jinda Agrochemicals, have been established in the Ning’an Industrial Park. In 2005, Heilongjiang Beifeng Group acquired the Ning’an Fertilizer Factory and established Beifeng Agricultural Means of Production Group Ning’an Chemical Co., Ltd. It invested 260 million yuan and spent 17 months upgrading the existing production processes. The upgraded facility was designed to produce 100,000 tons of urea per year; after further improvements, this figure rose to 130,000 tons per year. In 2009, another 800 million yuan was planned to be invested in upgrading the ammonia synthesis and urea production facilities, so as to increase the ammonia synthesis capacity to 160,000 tons per year and the urea production volume to 260,000 tons per year, while also producing 40,000 tons of methanol as a by-product. In 2006, Heilongjiang Ainong Compound Fertilizer Co., Ltd. invested 138 million yuan in our city to build a compound fertilizer production facility with an annual output of 200,000 tons. The project was designed, constructed, and put into operation in the same year. In 2008, Mudanjiang Jinda Agrochemical Co., Ltd. invested 100 million yuan in our city to build a project for producing 100,000 tons of biological fertilizer per year; the project began operations officially last November. With the completion and operation of these projects, our city’s chemical industry cluster has begun to take shape; it has now become a hub for fertilizer production as well as a center for fertilizer trading in the southeastern part of Heilongjiang Province. 4. Infrastructure Advantages: In order to establish a platform for project development and leverage the advantages associated with industrial growth, the Ning’an Municipal Party Committee and the municipal authorities established the Ning’an Industrial Park. A total investment of over 200 million yuan has been made there; 15 kilometers of road surfaces have been constructed, 10 kilometers of water supply and drainage pipelines have been laid, and 13 kilometers of high-voltage lines, broadband networks, and cable TV systems have been installed. The park is equipped with 5 dedicated railway lines. Its daily water supply and wastewater treatment capacity are 40,000 tons respectively, the power supply capacity is 126,000 kVA, and the heating capacity is 2.15 million GJ per year. There are also 2.47 million square meters of land designated for construction purposes and as industrial reserve land. The favorable conditions in Ningan Industrial Park have attracted a large number of enterprises to settle there. From 2003 to 2008, 46 enterprises established operations in the park, with fixed asset investments exceeding 600 million yuan. This has led to the development of an industrial structure centered on food processing, supplemented by diversified industries such as chemicals, pharmaceuticals, and new building materials.
