I. Favorable conditions for establishing an organic fertilizer project in Ning’an City 1. Abundant amounts of livestock and poultry manure provide sufficient raw materials for producing organic fertilizer. Ning’an City is not only a major county for agricultural cultivation but also a significant hub for the livestock industry; this sector accounts for a considerable share of the agricultural value added and farmers’ incomes. In 2007, there were 4.533 million chickens raised in Ning’an City, along with 490,000 pigs. In particular, in 2007, the project for Xinpeng Import and Export Co., Ltd. to process 1.2 million pigs per year, as well as the project for Mudanjiang Chia Tai Industrial Co., Ltd. to slaughter and process 25 million broilers per year, were put into operation. The city’s authorities introduced a series of development plans and incentive policies for the livestock industry, including the \"Three-Year Development Plan for the Pig Industry in Ning’an City (2008–2010)\", the \"Three-Year Development Plan for the Broiler Industry in Ning’an City (2008–2010)\\", the \"Support Policies to Accelerate the Development of the Broiler and Pig Industries in Ning’an City\", and the \"Detailed Rules for Implementing the Support Policies to Accelerate the Development of the Broiler and Pig Industries in Ning’an City\". According to these plans, by 2010, the city aimed to produce 1 million pigs and 18 million broilers. It is estimated that if the number of pig farms reaches 1 million and the number of broiler farms reaches 18 million, more than 420,000 tons of livestock and poultry manure can be produced annually (with a total of 827,000 tons of manure and urine), providing ample raw materials for organic fertilizer production. 2. The market’s acceptance of organic fertilizers is increasing. Bio-organic fertilizers are made by using livestock and poultry manure, straw, agricultural by-products and solid wastes from food processing, organic waste, as well as urban sludge; these materials are processed through microbial fermentation, deodorization, and decomposition. Such fertilizers contain various nutrients required by crops, as well as a high amount of organic matter, and they serve as the key fertilizers for producing pollution-free foods, green foods, and organic foods. Applying organic fertilizers not only increases the organic matter content in the soil, improves its physical, chemical, and biological properties, matures the soil, and enhances its fertility, but it also helps to overcome the drawbacks associated with the heavy use of chemical fertilizers and pesticides, such as environmental pollution, ecological damage, and a decline in soil fertility. Therefore, making full use of existing organic resources and converting them into high-quality bio-organic fertilizers through scientific methods is a key step in addressing resource waste and environmental pollution as well as in improving soil quality. This approach helps to protect the ecological environment, promote a healthy cycle in agricultural production, and achieve sustainable development in agriculture. The market’s acceptance of organic fertilizers is increasing steadily. 3. Organic fertilizer holds a large market share in Ning’an and its surrounding areas. The area dedicated to crop cultivation in Ning’an is 2.12 million mu, with crops such as rice, soybeans, and corn being grown on millions of mu of land; the annual grain production exceeds 650,000 tons. There are also more than 300,000 mu of land used for growing economic crops such as vegetables, fruits, garlic, tobacco, and sugar beets. This region serves as a base for the production of tobacco, sugar beets, vegetables, and commercial grain in the southeastern part of Heilongjiang Province. Ning’an is located at the border between Heilongjiang and Jilin provinces, both of which are major agricultural provinces. With the implementation of the Food Safety Project, these two provinces have placed great emphasis on the development of green foods and the establishment of pollution-free food production bases. They actively encourage the use of organic fertilizers in these bases in order to produce high-quality, pollution-free agricultural products and enhance their competitiveness in the market; as a result, there is a huge demand for organic fertilizers.
