Since 2005, Urumqi and Changji Prefecture have carried out innovative explorations aimed at economic integration between the two regions; they have implemented unified planning, markets, finances, and organizational structures in the Midong New Area, and have proposed strategies such as the development of industrial bases and the role of large enterprises in driving economic growth. With the acceleration of economic integration between Urumqi and Changchun, the industrial layout in the economic belt along the northern slope of the Tianshan Mountains continues to improve, making the Urumqi-Changchun integrated area the most competitive and dynamic region in Xinjiang. Reporter: “This is Midong Avenue in the Midong New Area. As we can see, this road has been upgraded from 4 lanes in each direction to 8 lanes in each direction. It has become a major road connecting the urban center of Urumqi with the residential and industrial new areas in the northern part of the city.” ” Urumqi resident: “Now that the roads have been repaired, the time it takes to get to work has decreased, and work efficiency has improved as well.” ” Urumqi resident: “If it weren’t for the economic integration between Urumqi and Changchun, how could this road have been built so quickly?” Very happy! ” Since 2005, Urumqi and Changji Prefecture have carried out innovative explorations aimed at economic integration between the two regions; they have implemented unified planning, markets, finances, and organizational structures in the Midong New Area, and have proposed strategies such as the development of industrial bases and the role of large enterprises in driving economic growth. In just three years, it attracted 10 large enterprises such as Shenhua Group and Zhongtai Chemical to settle in Midong. Last year, the Midong New Area introduced a circular economy project in China that uses calcium carbide slag to produce cement, the first of its kind in the country. This project was developed through a partnership between Zhongtai Chemical and Tianshan Co., Ltd. Each year, over 90% of the 1.28 million tons of calcium carbide slag produced by Zhongtai Chemical can be supplied to Tianshan Co., Ltd., to be used as a substitute for part of the limestone in the production of cement raw materials. Technician at Xinjiang Zhongtai Chemical Company: \"Tianshan Co., Ltd. uses advanced processing technologies to treat calcium carbide slag, which not only enables the recycling of this slag but also reduces the company’s production costs.\" ” Zhang Chengyi, Deputy Secretary of the Mi Dong New Area Party Committee and District Head: “We have focused on attracting high-tech enterprises as well as industries with distinct characteristics, and we are making great efforts to develop a circular economy in Mi Dong. At present, the area has developed six major industries, including chemicals, machinery processing, new types of building materials, coal, papermaking and packaging, as well as the deep processing of agricultural and sideline products.” ” From vigorously introducing high-tech projects to choosing clean production and circular economy projects, Midong New Area has gradually shifted from \"attracting investment\" to \"attracting investment while selecting suitable projects\". At present, in the Midong New Area, there are 139 enterprises with an annual output value of over 10 million yuan, and 19 enterprises with annual sales revenue exceeding 100 million yuan. In addition to the Midong New Area, Urumqi’s two **-level development zones have also established industrial parks in Changji, Fukang, Miquan, and Wujiaqu cities, driving the rapid development of industry in the entire Urumqi-Changji region, particularly in high-tech industries. Reporter: “This is the **-level Urumqi 500 New Materials Industrial Park. What is under construction behind me is the TBEA Polysilicon and New Energy Project. The completion of this project will not only accelerate the development and utilization of the solar energy industry in Xinjiang, but it will also fundamentally change China’s situation of relying on imports for polysilicon for so long.” ” Zhang Xin, Chairman of TBEA Co., Ltd.: \"This year, our investment in the Wuchang region is also the largest on record; the investment in these three industries in that region exceeds 4 billion yuan.\" We believe that through the integration of Urumqi and Changchun, Xinjiang’s high-tech industries, as well as its talent and investment environment, will experience even greater changes. ” Last year, the local fiscal revenue in the Urumqi-Changji region exceeded 10 billion yuan for the first time, reaching 11.359 billion yuan. Of this amount, the revenue from regular budgets amounted to 8.7227 billion yuan, representing a 22.96% increase on a year-on-year basis – the highest figure in nearly 5 years. Wang Yongming, Deputy Chairman of the Autonomous Region’s Political Consultative Conference and Director of the Economic and Trade Commission: “Since the implementation of the policy for the development of the western region, it can be said that the Party committee of our autonomous region has done a great deal of effective work in advancing the strategy of establishing large enterprise groups. On one hand, extensive reforms and reorganizations have been carried out among the enterprises in our region; on the other hand, efforts have been made to attract large, capable enterprises and groups from both home and abroad to Xinjiang. In addition to tax incentives and financial support, the autonomous region provides full cooperation in terms of industry access, as well as in the approval processes for various projects.” ”
