Draw an empty view for all?

Due to the tight schedule, the piping team is issuing a notice: For the following pipes, an empty view is required: a. Carbon steel pipes with a DN larger than 50; b. Stainless steel pipes with a DN larger than 20. For all other pipes, a pipe section list shall be provided. How do you all handle this? Draw an empty view for all?
The notice is quite clear: a. Carbon steel pipes with a DN greater than 50; b. Stainless steel pipes with a DN greater than 20. For these cases, a single-line diagram is required. For other cases, no single-line diagram is needed – only a list of pipe sections is sufficient
I thought all pipes had to have an empty view
Of course not; creating a line diagram is quite troublesome. For larger projects, using 3D piping makes things much easier, while for smaller projects, CAD can be used to draw floor plans instead!
At my previous workplace, axonometric drawings were required for all pipes in any project. At my current workplace, none of the pipes for any project are shown in axonometric diagrams.
