Work Safety Supervision Bureau: 2.1 Approval for project initiation (preliminary safety assessment); 2.2 Review of design for safety facilities; 2.3 Filing of trial production plan; 2.4 Inspection (safety assessment). 3. Public Security Fire Department: 3.1 Review of design for fire protection facilities; 3.2 Fire protection inspection. 4. Health administration department: 4.1 Approval for project initiation (preliminary assessment of occupational hazards); 4.2 Review of design for occupational health protection facilities; 4.3 Inspection of occupational health protection facilities. 2.2, 3.1, and 4.2 are carried out before construction; 2.3 and 4.3 are carried out before trial production; 2.4 is carried out after trial production, after which the license is obtained.
The fire protection procedures for hazardous chemical projects mainly include preliminary fire safety inspections, electrical testing and building fire prevention inspections after completion, as well as final fire protection inspections. Fire safety inspections and approvals are carried out by the local fire department (or brigade) and fall under the category of administrative permits, whereas testing is done by fire safety agencies (which are intermediary organizations) and does not constitute an administrative permit.
