Should stainless steel composite plate and tube boxes be heat-treated?

Generally, austenitic stainless steels are not subjected to stress-relief heat treatment due to sensitization issues. But for some composite plate equipment, such as tube boxes with a Cr-Mo steel base and those using highly toxic media, how should trade-offs be made when heat treatment is required?
In my opinion, if composite panels are used for corrosion protection, no heat treatment is required; whereas if they are used to ensure medium cleanliness, heat treatment is necessary

Normalizing is feasible for individual end caps, tube sections, etc. But I’ve never seen any case heating, or even full equipment heating, carried out.
