Why are rupture discs usually placed in front of safety valves? Their functions are pretty similar, isn’t that redundant?

A rupture disc is installed because certain media can easily clog the outlet of the safety valve; for example, some media tend to condense while others tend to polymerize. The rupture disc separates these media from the inlet of the safety valve, ensuring that the operation of the overpressure safety valve is not affected.
