Do I need to sign a fire support agreement with the fire brigade?

A petrochemical company with more than 200 people does not have a professional fire brigade and plans to set up a volunteer fire brigade. Units that contract, lease or are entrusted with operation or management shall abide by these regulations and perform fire safety responsibilities within the scope of their use and management.   Article 9 For buildings with more than two property rights units and user units, each property rights unit and user unit shall clearly define the management responsibilities for fire truck passages, evacuation facilities related to public fire safety and other building fire protection facilities, and may be entrusted with unified management. The content of the inspection should include:   (1) Whether there are any violations in the use of fire and electricity ;   (2) Whether safety exits and evacuation passages are clear, and whether safety evacuation signs and emergency lighting are intact ;   (3) Whether fire-fighting facilities, equipment and fire safety signs are in place and complete ;   (4) Whether the normally closed fire door is closed, and whether items are stacked under the fire shutter that will affect its use ;   (5) On-duty status of personnel in key fire safety areas ;   (6) Other fire safety conditions.   Fire inspections of public gathering places during business hours should be conducted at least every two hours ; At the end of business, the business site should be inspected to eliminate any remaining fires. Hospitals, nursing homes, boarding schools, nurseries, and kindergartens should strengthen nighttime fire prevention inspections, and other key fire safety units can organize nighttime fire prevention inspections based on actual conditions.   Fire prevention inspection personnel should correct violations in a timely manner and properly handle fire hazards. If they cannot handle it on the spot, they should report it immediately. When an initial fire is discovered, the police should be called immediately and put out in time.   Fire prevention inspections shall fill in the inspection records, and the inspection personnel and their supervisors shall sign on the inspection records.   Article 26 Agencies, groups and public institutions shall conduct fire prevention inspections at least once every quarter, and other units shall conduct fire prevention inspections at least once a month. The content of the inspection should include:   (1) Rectification of fire hazards and implementation of preventive measures ;   (2) Safety evacuation channels, evacuation signs, emergency lighting and safety exits ;   (3) Fire truck passages and fire water sources ;   (4) Configuration and effectiveness of fire-fighting equipment ;   (5) Whether there are any violations in the use of fire and electricity ;   (6) Mastery of fire protection knowledge of key job types and other employees ;   (7) Management of key parts of fire safety ;   (8) The implementation of fire and explosion prevention measures for flammable and explosive dangerous goods and places, as well as the fire safety of other important materials ;   (9) Fire protection (control room) duty status and facility operation and recording status ;   (10) Fire prevention inspections ;   (11) The installation, intactness and effectiveness of fire safety signs ;   (12) Other contents that need to be checked.   Inspection records should be filled in for fire prevention inspections. The inspector and the person in charge of the inspected department shall sign the inspection record.   Article 27 Units shall inspect, repair and maintain the integrity and effectiveness of building fire protection facilities in accordance with the requirements of the relevant regulations on inspection, maintenance and repair of building fire protection facilities.   Article 28 Units with automatic fire protection facilities shall conduct comprehensive inspections and tests on their automatic fire protection facilities on a regular basis in accordance with relevant regulations, and issue test reports and archive them for future reference.   Article 29 Units shall perform regular maintenance, repair and inspection of fire extinguishers in accordance with relevant regulations. File information should be established for fire extinguishers, recording the configuration type, quantity, installation location, inspection and maintenance unit (personnel), time of agent replacement and other relevant information.   Chapter 5 Rectification of Fire Hazards Article 30 Units shall eliminate existing fire hazards in a timely manner. Article 32 For fire hazards that cannot be corrected on the spot, the centralized fire protection management department or full-time and part-time fire management personnel shall, in accordance with the management division of the unit, promptly report the existing fire hazards to the unit's fire safety manager or person responsible for fire safety, and propose a rectification plan. The fire safety manager or person responsible for fire safety shall determine the measures and deadlines for rectification, as well as the departments and personnel responsible for rectification, and allocate funds for rectification.   Before the fire hazard is eliminated, the unit shall implement preventive measures to ensure fire safety. If fire safety cannot be ensured and a fire may occur at any time or a fire will seriously endanger personal safety, the dangerous parts shall be suspended for rectification. Chapter 9 Rewards and Punishments Article 45 Units shall include fire safety work in internal inspections, assessments and evaluations. Units should commend and reward departments (teams) and individuals that have made outstanding achievements in fire safety work. For those who fail to perform fire safety duties in accordance with the law or violate the unit's fire safety system, the responsible personnel shall be given administrative disciplinary sanctions or other measures in accordance with relevant regulations. Article 19 Places for the production, storage, and operation of flammable and explosive dangerous goods shall not be located in the same building as residential areas, and shall maintain a safe distance from residential areas. Filling stations, supply stations, and pressure regulating stations for flammable and explosive gases and liquids should be set up in locations that meet fire safety requirements and comply with fire and explosion protection requirements. Doors and windows in crowded places shall not be equipped with obstacles that may affect escape, fire fighting and rescue.   Article 29 The unit responsible for the maintenance and management of public firefighting facilities shall keep public firefighting facilities such as firefighting water supply, firefighting communications, and fire truck passages intact and effective. If road construction, power outages, water outages, or communication lines may affect the fire brigade's firefighting and rescue operations, the relevant units must notify the local public security fire department in advance. Article 48 Fire trucks, fire boats, fire fighting equipment, equipment and facilities shall not be used for matters unrelated to fire fighting and emergency rescue work. Chapter 6 Legal Responsibilities Article 58 Anyone who violates the provisions of this Law and commits any of the following acts shall be ordered to stop construction, use or production and business, and shall be fined not less than RMB 30,000 but not more than RMB 300,000.:   (1) Construction projects that are subject to fire protection design review by the fire protection department of the public security organ in accordance with the law are constructed without authorization without review in accordance with the law or if the review fails. ;   (2) If the fire protection design fails to pass the random inspection by the fire protection agency of the public security organ in accordance with the law, the construction will not be stopped. ;   (3) Construction projects that are subject to fire inspection and acceptance according to law are put into use without fire protection inspection or if they fail to pass the fire protection inspection and acceptance. ;   (4) After the construction project is put into use, it fails to pass the random inspection by the fire protection department of the public security organ in accordance with the law and does not stop using it. ;   (5) Public gathering places are put into use or open for business without authorization without fire safety inspection or after inspection failing to meet fire safety requirements.   If the construction unit fails to submit the fire protection design documents to the fire protection department of the public security organ for record in accordance with the provisions of this Law, or fails to report the fire protection design document to the fire protection department of the public security organ for record in accordance with the provisions of this Law, it shall be ordered to make corrections within a time limit and be fined not more than 5,000 yuan.   Article 59 Anyone who violates the provisions of this Law and commits any of the following acts shall be ordered to make corrections or stop construction, and shall be fined not less than RMB 10,000 but not more than RMB 100,000.:   (1) The construction unit requires the architectural design unit or construction enterprise to lower the fire protection technical standards in design and construction ;   (2) The architectural design unit fails to carry out fire protection design in accordance with the mandatory requirements of fire protection technical standards ;   (3) Construction enterprises do not construct in accordance with fire protection design documents and fire protection technical standards, thereby reducing the quality of fire protection construction ;   (4) The project supervision unit colludes with the construction unit or construction enterprise to engage in fraud and reduce the quality of fire protection construction.   Article 60 If a unit violates the provisions of this Law and commits any of the following acts, it shall be ordered to make corrections and fined not less than RMB 5,000 but not more than RMB 50,000.:   (1) The configuration and setting of fire-fighting facilities, equipment or fire safety signs do not comply with * * standards, industry standards, or that are not kept intact and valid ;   (2) Damaging, misappropriating or dismantling or deactivating fire-fighting facilities and equipment without authorization ;   (3) Occupying, blocking, or sealing evacuation passages, safety exits, or engaging in other behaviors that impede safe evacuation ;   (4) Burying, encircling or blocking fire hydrants or occupying fire prevention distances ;   (5) Occupying, blocking, or closing fire truck passages and hindering the passage of fire trucks ;   (6) Setting up obstacles on doors and windows in crowded places that affect escape, fire-fighting and rescue operations ;   (7) Failure to take timely measures to eliminate fire hazards after being notified by the fire protection department of the public security organ.   If an individual commits any of the acts in Items 2, 3, 4, and 5 of the preceding paragraph, he shall be given a warning or be fined not more than 500 yuan.
