It's an anti-static jumper. It has nothing to do with insulation or not, but has something to do with the material of the gasket. When the gasket is not conductive and the flow of media in the pipeline will generate static electricity, anti-static bridging is required.
For flange bolts with a number of 4 or more, there is no need to use jumper wires to conduct electricity.

GB50235-97 clearly stipulates that for pipelines with electrostatic grounding requirements, a jumper must be installed if the resistance value exceeds 0. 03Ω.
