A few days ago, an emergency response drill was organized (I’ll post photos when I have time). I’d like to discuss with everyone the steps outlined in the plan for the first drill – which were rejected – to identify any unreasonable aspects and to encourage further discussion. 1) On April 16th at 2:30 p.m., the company conducted an emergency response drill simulating a spill of Material A (a flammable liquid) from its storage tank. Members of the company’s accident emergency response team sowie various emergency response units went to their designated positions to stand by. 2) At 14:30, the emergency rescue drill for the sudden leakage incident in Company A’s material storage tank officially commenced. At 14:30, Gu, the shift supervisor at Post B, heard an alarm coming from the gas leak detector installed at that post. He checked the detector and found that it was the A material storage tank on the opposite side that was leaking. The supervisor immediately left his control station, reported the leak in tank A to the section manager, and went to the tank to locate the source of the leak ; 3) At 14:31, upon receiving the report, the shift supervisor rushed to the scene while simultaneously informing the production manager and the general manager in charge. Upon arriving at the site of the tank leakage, the shift supervisor learned from the operations supervisor that the leakage of material A was caused by the corrosion and breakage of the screw connecting the bottom valve of the tank, which led to a loose connection and thus allowed material A to leak out through the gap in that loose connection. The shift supervisor opened the emergency kit located near the tank, ordered the operations supervisor to leave the tank area and return to his post, and instructed the employees working there to stop production. With the exception of the deputy supervisor who remained on duty, all other employees put on their protective equipment and went to the leaking tank to carry out emergency rescue efforts. 4) At 14:33, upon receiving the report, the production manager rushed to the scene while notifying the members of the company’s emergency response team as well as the firefighters ; 5) At 14:35, the general manager, the vice presidents, members of the company’s emergency response team, and firefighters arrived at the scene one after another. By this time, the smell of material A that was leaking became increasingly strong. After a brief assessment of the situation, the general manager and the two vice presidents decided to activate the company’s emergency response plan. They ordered those present at the leakage site to turn off their mobile phones, and asked the shift supervisors who were wearing protective gear and self-contained breathing apparatus, along with another member of the emergency response team, to use spare sandbags to block the bottom valve where the leakage was occurring due to a broken screw. They also instructed the office staff to stand in designated positions so as to ensure timely communication regarding the progress of the rescue efforts. 6) Upon learning of the leak in tank A containing material C, the personnel on post C immediately opened the emergency equipment box at their station and distributed the protective gear inside it to the personnel who arrived to provide assistance ; 7) Upon arrival at the site, the emergency response team immediately connected the emergency backup pipeline from the leaking material pump in tank A to the backup storage tank for material A (tank B), and started the material pump to transfer the material A from tank A to tank B ; 8) Upon arrival at the scene, the personnel from the safety office evacuate unrelated individuals and establish hazardous isolation zones ; 9) Upon arriving at the scene, the personnel from the Security Department set up barriers at the boundaries of the hazardous area to control road traffic ; 10) Other rescue personnel were at the old synthesis site; after donning their protective gear and arriving at the scene, they immediately began to collect material A that had leaked into the retaining structure. The production manager and section chiefs directed these rescuers in collecting the leaked material A. After 20 minutes of collection, all of the material A that had leaked into the retaining structure was gathered and transferred to a safe location. Subsequently, spare yellow sand was used to absorb any remaining liquid on the ground of the retaining structure ; 11) Upon arriving at the scene, the fire team immediately opened the nearest fire extinguisher cabinets and foam tank lids located upwind, took out wrenches, multi-functional nozzles, and hoses, and laid the hoses from the fire hydrant to tank A ; 12) After the emergency backup pipeline was connected from the leaking feed pump in tank A to the backup tank B, and the material in tank A was transferred to tank B over a period of 40 minutes, all of the material from tank A had been transferred into tank B ; 13) Once Material A from (Tank A) has been poured into (Tank B), the firefighters open the fire hydrants and use foam along with tap water to clean the cofferdam. 14) After firefighters spent 2 minutes cleaning the cofferdam, it seemed that there was no longer any odor of Material A leakage; therefore, the quality control department conducted an air quality test at the site, and the results showed that the air quality met the required standards. 15) At 15:25, the on-site commander announced the end of the emergency rescue drill for the sudden leak in Tank A; the entire drill was successfully completed in 55 minutes. 16) Subsequently, the commander-in-chief instructed the participants to gather in the conference room to assess the drill. Items 8 and 9 should be mentioned first; in my opinion, evacuation and security measures should be initiated right from the start
5) At the same time, tell the people at the site of the leak to turn off their mobile phones (Dude, it’s your Lightning-30 – if you wait until now to turn off your phone, it will explode already!). 14) After the drill is over, it is necessary not only to test for VOCs but also to check whether the water in the surrounding area has been contaminated, in order to prevent any leakage outside the facility; if a leak is detected, misty water should be used immediately to dilute it
Emergency rescue plans should first emphasize a people-oriented approach and prevention as the core principle. The first step after activation should be to set up barriers and evacuate unrelated people, organizing them to move to safe areas (such as areas upwind) depending on the direction of the wind. After the drill, an evaluation should be conducted on the relevance, appropriateness, adequacy, and effectiveness of the emergency plan, in order to identify and address any shortcomings in it.
