Coordination between safety standardization and OHSAS18001

A petrochemical company is required to implement safety standardization management in accordance with the guidelines set by the State Administration of Work Safety, and to establish a comprehensive safety management system. A large petrochemical corporation usually has its own HSE management system; although it is possible to align the procedures and requirements, these are still two separate systems with differing guidelines, which can be quite costly and time-consuming. I’m thinking that perhaps it would be possible for companies to establish their safety systems in accordance with the HSE guidelines that are currently widely used internationally and recognized by the authorities, thereby avoiding the need for another standardized system and preventing redundant efforts.
Safety standardization is now mandated by the general administration, and in some areas it has been linked to the renewal or issuance of work safety permits. It’s the Chinese version of 18000.
