I. Current Status of the Power System 1. Power Grid Companies 1) **Power Grid Companies** These companies were established on December 29, 2002. In 2004, the installed capacity increased by 51 million kilowatts; in 2005, it increased by 62 million kilowatts, and in 2006 it increased by 102 million kilowatts. In 2006, China’s electricity production amounted to 2,834.4 billion kilowatt-hours, with urban and rural residents consuming 324 billion kilowatt-hours of electricity. It is estimated that by the end of 2007, the national power generation capacity will reach 720 million kilowatts. The North China Power Grid (Shandong, Beijing, Hebei, Shanxi, Tianjin) was established in Beijing on November 8, 2003. By the end of October 2005, the company’s total assets amounted to 239.3 billion yuan, with net assets of 86 billion yuan. The company has two branches (Beijing, Tianjin) ; Three subsidiaries (Hebei, Shanxi, Shandong), and 7 power supply companies (Tangshan Power Supply Company, Qinhuangdao Electric Power Company, Zhangjiakou Power Supply Company, Chengde Power Supply Company, Langfang Power Supply Company, Beijing Ultra-High Voltage Company, Datong Ultra-High Voltage Power Supply Company) ; By the end of 2007, the North China power grid was expected to have an installed capacity of 145 million kilowatts, with peak load exceeding 115 million kilowatts. In 2006, Shandong added 12.633 million kilowatts of new capacity, bringing its total power generation capacity to 50.05 million kilowatts; the country’s overall electricity consumption reached 227.2 billion kWh. Of these, there are 34.77 million kilowatts of publicly owned power plants under centralized grid control, 5.767 million kilowatts of such plants under regional control, and 9.458 million kilowatts of power plants owned by enterprises. On August 14, the peak regulated electricity load of the power grid reached 28.52 million kilowatts. East China Power Grid (Shanghai, Jiangsu, Zhejiang, Anhui, Fujian): The total installed capacity under centralized control in the East China Power Grid at the end of 2006 was 13,890.44 million kilowatts. The figures were as follows: Jiangsu – 5,273.00 million kilowatts; Zhejiang – 3,730.86 million kilowatts; Fujian – 1,919.40 million kilowatts; Anhui – 1,491.74 million kilowatts; Shanghai – 1,475.43 million kilowatts.Central China Power Grid (Henan, Hubei, Hunan, Jiangxi, Sichuan, Chongqing): As of the end of 2006, the total installed capacity under centralized control in the Central China Power Grid was 10,087.91 million kilowatts, including the capacity from the Three Gorges Project. In 2006, the total electricity consumption in this region was 507.44 billion kWh, with a maximum load of 6,371 million kilowatts.
Northeast China Power Grid (Liaoning, Jilin, Heilongjiang, and Chifeng and Tongliao in Inner Mongolia): The total installed capacity of the Northeast China Power Grid exceeded 40 million kilowatts, and it is expected that this figure will reach 60.2 million kilowatts by 2010. The Northwest Power Grid (Shaanxi, Gansu, Ningxia, Xinjiang, Qinghai) was established on November 6, 2003. The power generation capacity in this area is over 25 million kilowatts, with an annual power generation volume of more than 100 billion kilowatt-hours. 2) China Southern Power Grid Corporation was established on December 29, 2002. It has two branch companies and five wholly-owned subsidiaries, namely the Ultra-High Voltage Transmission and Transformation Company, the Power Finance Company, and the power grid companies in Guangdong, Yunnan, Guangxi, Guizhou, and Hainan. Guangdong Province’s annual electricity generation and consumption, as well as the total electricity consumption across the province, were 299.105 billion kWh and 311.36 billion kWh respectively. By the end of 2006, the company had 3 postdoctoral researchers, 50 doctoral students, 1,008 master’s students, 8,323 undergraduate students, and 8,676 junior college students.
