For the daily red envelope, do I have to wait until after 0 o’clock to claim it?

I’m a beginner. I saw the red envelopes available at the Wealth Center; some people had already claimed them. It was stated that they could be collected at 23:00, but every time I tried to claim them, it was indicated that the amount for that day had already been claimed. However, it became possible to collect them after midnight. I don’t understand why this is the case. If it’s possible to collect them at 23:00, why do I have to wait until after midnight? I’ve been frustrated for several days now, not knowing where to vent my feelings, and I’m also not sure if posting here would violate any rules.
A few minutes ago, I already received the red envelope; if it can be claimed at 23:00, I can go to rest an hour earlier. The amount of wealth indicated is 3–6 units, but it seems that I always end up receiving only 3 units, which is the minimum amount.
Red envelopes can be received on the same day within the range of 0.00 to 23.0. It should be possible to collect it starting from 0:00 the next day.
