How is the water in the external water seal treated?

The external water seal water from our company is sent to the vent tanks in the coking plant, which increases the load on the submersible pumps in those tanks. Moreover, the pump head often gets clogged, seemingly due to calcium deposits, which dissolve when soaked in hydrochloric acid.
It’s likely that the water quality is not very good; the substances in question are probably soluble salts or scale. It is recommended to add a certain amount of scale inhibitor to the water.
The water in the external water seal contains a large amount of saline substances, not only scale; I recommend introducing it directly into the accident tank containing phenol water, without any oil present.
