Power supply issues in the oil tank farm substation

The substation in the oil storage and transportation tank farm has an 10kV input, along with transformers. The design proposal is to place the transformer (dry-type, 1600 kV) in the cable compartment, along with the distribution room. Does anyone think this is acceptable or not? Dry types can be placed in the cable tray, provided that a proper load-bearing foundation is in place. .
It should be possible, right? Our power distribution room in the oil tank area is located outside the firewall ； The dry-type transformer (630 kVA) and the low-voltage distribution cabinet are placed together, in the same distribution room.
