Is there such a rule? I see that many companies use the same evaluation agency. I wonder who can provide the source of the specific regulations.

According to relevant regulations, it is best for evaluations to be carried out by different assessment agencies; however, in practice, there are also cases, and not a few at that, where the same assessment agency conducts the evaluations.

This provision is included in the General Rules for Safety Assessment, but the wording used is “it is advisable,” meaning it is not mandatory. In reality, the preliminary evaluation and acceptance evaluation of a project are often carried out by the same evaluation agency, which allows them to be better familiar with the project’s specifics, thereby facilitating the acceptance process.

It’s only now that I realize that for Unified Enterprises, pre-evaluation and acceptance evaluation should ideally be carried out by different evaluation agencies. Yet in reality, it is often the same evaluation agency that conducts the assessments, as companies are willing to do so and the agencies do not want to lose their existing clients.

It seems there is no rule prohibiting a single organization from conducting the evaluation, and for the integrity of the entire project, it is more convenient to have one organization handle it.

For construction projects of small open-pit quarries with an annual extraction volume of less than 500,000 tons and a maximum mining depth of no more than 50 meters, the design of safety facilities can be carried out by mining engineering technology service agencies that have been accredited by safety production supervision and management departments at the provincial level or above. 　　III. Among them: For construction projects to be reviewed by the state council’s department in charge of work safety supervision and management, the evaluation of their safety pre-assessment reports shall be carried out in accordance with the relevant regulations set forth by that department (see Attachment 8) ； For projects subject to review by local work safety supervision and management departments, the procedures for evaluating the safety pre-assessment reports are determined by the provincial work safety supervision and management departments themselves. 　　To improve efficiency and reduce the burden on enterprises, in line with the procedures for construction project management and the actual requirements of safety supervision, the review and filing of safety acceptance evaluation reports can be carried out simultaneously with the completion acceptance of safety facilities. 　　V. For new construction, renovation, and expansion projects of non-coal mines that come online after November 1, 2002, the safety facilities must undergo design review and completion inspection in accordance with the provisions of Order No. 18. The work safety supervision and management department shall not issue a work safety license to any entity that has not passed the design review for safety facilities or the completion inspection. 　　Attachments: 1. In our Shanxi province, there is basically one company that handles this task; they do it perfunctorily, hardly checking the site at all, and their work is always identical. But as long as it’s them who carry out the work, the Provincial Work Safety Supervision Bureau approves it.

We both do things in pairs; there aren’t such strict requirements!
